ABSTRACT
In migration research, we can observe a local turn and growing interest in the role of
municipal authorities in multi-level governance of migration. Local integration policies
might be seen as a tool attracting migrants to particular place. Integration policies
(in Wroclaw and Gdansk) and their tools (strategies, plans, programs) are examples of
public policies. Combining integration policy with public policy should be associated with
its objective aspects (social integration, labour market, social assistance) and subjective
(decision making process between levels, participation of social partners and civic
organizations). It is interesting to look at the relations between the integration policy,
public policy and development policy. This means a transition from a static to a dynamic
approach to public policies developed at the local level. It combines endogenous resources
(institutions, strategies, means) — administration pull — with exogenous resources
(migrants, market, networks) — market push.
